State and local government
State & local covers who buys outside the federal government and where your company can sell. It has three tabs: Where we sell (your own list of states), Agencies and Who buys (state, local and tribal reference data).
Where state and local work comes from today
The platform does not collect state, local or tribal solicitations, agencies or buyers yet. Until it does, the Agencies and Who buys tabs have nothing to list, and the State and Local categories in Discovery are empty. The state and local work your team tracks comes from your own leads: record each opportunity as a private lead with its state, and keep the people in Accounts.
TL;DR — Open Find work → State & local → Where we sell and Add a state for each state you can deliver in, marking whether you are registered to bid there. Those states count in every match score. Record state and local opportunities as private leads.
Where we sell
A standing statement of where your company can actually deliver — registration, licensing and in-state preference are real gates in state and local procurement.
| Field | What it does | Accepted values / default |
|---|---|---|
| State | A state you sell into. | Two-letter code, such as VA. |
| We are registered to bid here | Whether your vendor registration in that state is in place. | Shown as Registered or Not registered yet. |
| Why this state | Context for colleagues — "registered since 2024 · office in Richmond · partner covers it". | Optional. |
| Stop covering this | Removes the state from the list. |
Business Development Users, Managers and Capture Administrators can change the list; everyone else can read it.
How the list is used
The states on this list count in every match score, alongside the Target states on Company Essentials — either list places work in your area. Work performed in one of these states scores as in your area, and its reason says You sell into VA — or, when you are not registered there yet, You sell into VA, but are not registered to bid there yet. Work in other states still appears; it scores lower on geography. With neither list filled in, match scores do not weigh where the work is at all.
A change to the list shows in Matches the next time scores are refreshed — overnight, or straight away with Refresh scores on Matches.
Agencies
Search state, local and tribal agencies by name, filter by state, and see each one's level (Department, Agency, Division, Office). Federal agencies have their own screens.
Who buys
Search public officials by name or job title, filtered by state. What is shown is what the government published. If you know the person, link them to your own CRM contact with This is our contact — the public record and your private contact stay linked, never merged, so your notes never become part of the shared data. Unlink reverses it. Linking needs the Business Development or Manager role.
